Ts. Muhammad Lofty Abdul Karim
Chief Executive Officer

Muhammad Lofty has more than 24 years of work experience spans across manufacturing engineering, industrial engineering, product engineering, process improvement, product and project management, project investment evaluation, technical due diligence, Intellectual Property and innovation management with a wide exposure in government and industry sectors.

He started his career in 1996 as an Industrial Engineer with Otis Manufacturing Company Sdn. Bhd., a wholly owned American company under United Technologies Corporation (UTC). His responsibilities included production support and new product introduction. Later, he joined Schindler Manufacturing Sdn. Bhd. - a Swiss-owned company - as one of the pioneer employees in setting up the company’s first production line in Ipoh, Perak. Following this, Lofty further enhanced his career by joining Ericsson Mobile Communication Sdn. Bhd. (later re-branded as Flextronics Technology (Shah Alam) Sdn. Bhd.), as a Product Support Engineer in the project management department. During the two-year tenure in Ericsson, he took lead roles in the product management and maintenance of Ericsson mobile phones.

From 2001 to 2007, Lofty served Perbadanan Nasional Berhad (PNS), a government owned Financial Institution, as a Technical Analyst responsible for technical due diligence and project evaluation. During the six-year tenure with PNS, he had exposure in evaluating over 100 enterprises from small, medium and large companies – mainly in the manufacturing sector for investment consideration.

From 2007 to 2011, Lofty served as a Consultant for the Techno-Economy & Commercialisation Centre in SIRIM Berhad (SIRIM). He was tasked with providing consultancy within SIRIM and for enterprise and entrepreneur development of the SMEs in the area of Technology Needs Assessment, SME Technology Commercialization Initiative and R&D Commercialization. He gained considerable knowledge on government funding policies and mechanisms, and gained experience in leading teams in meeting their goals and objectives.

Lofty joined Agensi Inovasi Malaysia (AIM) in 2011, under Technology Commercialization in the Strategic Initiatives & Funding Division. Lofty was tasked with conducting technology evaluation and identifying Intellectual Property Rights from local Public Universities and Public Research Institutions to accelerate commercialization and eventually transferred to PlaTCOM Ventures Sdn Bhd in 2014, a wholly subsidiary of AIM, as a Vice President. He was also involved with the initial development and implementation of the National Technology Commercialization Platform. Currently, as a CEO of PlaTCOM Ventures, he is leading and managing a team of Technology Transfer Professionals, Intellectual Property Experts and Support Services Specialist in providing end-to-end facilitation and expertise on discovering and supporting innovations by assessing ideas, exploring the potential, and turning the best ones into successful products and services.

Muhammad Lofty has a Master of Engineering Management from Universiti Putra Malaysia and a Bachelor of Science in Industrial Engineering from Marquette University in Wisconsin, USA. He is also a Certified Registered Technology Transfer Professional (RTTP) under Alliance of Technology Transfer Professional (ATTP) and a Professional Technologist under the Malaysia Board of Technologists (MBOT).

Dr. Ng Sing Kwei
Head of High Impact Programme 2 (HIP2)

Dr. Ng is well experienced in the translation of R&D investment into revenues. He is analytical, creative and highly adaptable to new and ambiguous information. He is a certified Technology Transfer Officer by Isis Innovation Ltd (now Oxentia Ltd) – the technology transfer company of the University of Oxford - and is well experienced in technology scouting, due diligence and commercialisation activities. He is well trained in grasping technology and business concepts quickly and helps translate them into practical commercial solutions that are commercially viable.

As the Head of High Impact Programme 2, he focuses on providing essential services nationwide for the commercialisation of technologies developed by local universities, other federal agencies as well as private entities. He promotes, facilitates and manages technology transfer activities in a number of institutions under his portfolio.

Previously, Dr. Ng worked as a Manager in the Innovation Accelerators Division of Agensi Inovasi Malaysia. He was involved in managing high impact innovation projects. The Innovation Accelerators division was tasked with facilitating the formation of the ‘Triple Helix’ partnership between Academia, Industry and Government. He was responsible for integrating the three parties to work on projects with well-defined scopes in order to create the rapport and mutual trust that were necessary to nurture future working relationships. He facilitated high-value collaborations through knowledge and expertise sharing (local and international stakeholders) through specific well-defined projects and stimulated on-going alignment of government policies, academic research and market needs. He has gathered a wealth of knowledge in project management involving various external stakeholders.

Prior to joining AIM, he was a Technology Transfer Manager at Universiti Sains Malaysia (USM). He assisted the university in commercialising promising inventions developed primarily at various faculty and associated centres and organisations. He built relationships and worked closely with professors, staff and graduate students engaged in research. Dr. Ng undertook a range of activities related to the receipt, analysis, statutory protection, and transfer of research discoveries to third parties and provided guidance on these processes to researchers and other administrative units within the University.

Prior to that, Dr. Ng was an Innovation Intermediary in a multinational innovation specialist company. As an Intermediary, he identified and managed relationships and new business opportunities for large corporate companies, academic institutions and SMEs. He was trained in translating cutting edge research and academic theory into digestible value prepositions, unique features, implications, and potential business applications. He contextualised technology and other capabilities into successful business solutions. Making connections between technology push and market pull was at the core of this role. He has an excellent track record of forging strong relationships with clients, developing partnerships and increasing company revenue through innovative and creative strategies.

Upon his PhD graduation, he worked as a postdoctoral researcher, managing research projects between Manchester Metropolitan University, Newcastle University and a private company. He facilitated cross-discipline technology transfer by exploring new applications and opportunities between the three parties. He provided scientific support to senior management for continuous project progress.

Dr. Ng had been working as a research associate in Manchester for 3 years and had been primarily engaged on an EPSRC research project jointly run by Manchester Metropolitan University and The University of Manchester. His research was in the area of Microwave Instrumentation and Measurement with specific applications in Food Engineering.

Dr. Ng holds a PhD in Microwave Instrumentation from Manchester Metropolitan University (United Kingdom) and a Bachelor of Electronic & Telecommunication Engineering from Universiti Teknologi Malaysia (UTM).

Abdur Rahim Sirajudin
Head of Intellectual Property Services (IPS)

Rahim’s expertise lies in the area of Intellectual Property; primarily in patent, and followed by trademark, industrial design and copyright matters. Rahim is well versed to provide prior art & novelty search report, patent drafting for various types of inventions; and freedom-to-operate (FTO) opinion and validity opinion for pre-litigation works. Rahim is also well versed in filing and prosecuting patent applications in Malaysia and other foreign jurisdictions such as United States (USPTO), European (EPO) and Japan Patent Office (JPO) and many more. Rahim was also exposed to filing and prosecuting trademark, industrial design and copyright applications in Malaysia and foreign jurisdictions.

Prior to joining PlaTCOM (which he joined on 15 March 2017), Rahim was a Patent Specialist in a major IP boutique firm in Kuala Lumpur, where he managed patent portfolios for a wide range of local and international notable clients; mostly in chemistry, biotechnology and pharmaceutical industries. Rahim has accumulated about 8 years of experience in IP prior to joining PlaTCOM.

Rahim has gained extensive familiarity in strategic IP protection and innovation management framework, conducting prior art searches for novelty, patent drafting for various types of inventions as well as patent filing and prosecution in Malaysia and international jurisdictions; including the Patent Cooperation Treaty (PCT). Rahim completed Biotechnology Entrepreneurship Special Training (BeST) Program; which was a specialized class room-based and industrial attachment training program catered for graduates in Biotechnology field, organized by Malaysian Bioeconomy Corporation (formerly known as Malaysian Biotechnology Corporation) from October 2007 to January 2008. Apart from that, Rahim attended “Patent Drafting Series Training: Overcoming Examiners Objection” organized by MyIPO in May 2017.

Rahim has successfully passed the Patent Agent qualifying examination which he sat for in December 2019 which allows him to be a qualified IP agent in Malaysia. Rahim holds Bachelor of Engineering degree majoring in Biotechnology Engineering (B. Eng. (Biotechnology) (Hons.) from International Islamic University Malaysia (IIUM).
