HIP2 is a programme designed by SME Corporation Malaysia (SME Corp) and Agensi Inovasi Malaysia (AIM) for SMEs to help them seamlessly move their innovations along the complex stages of the commercialisation process. It is about 'Innovating A Better Future Together' through business matching and collaboration.

SMEs comprise over 99% of all businesses in Malaysia, and about 90% of these enterprises are from the services sector. Given the current environment, where employment and wealth opportunities greatly depend on the speed of turning technological innovations into practical solutions and bringing new products to the market, innovation is a must.

Innovation is not simply defined by the ability to convert an idea into a product – it is a dynamic culture characterised by easy access to technological competencies and SME finance and business skills.

While a great number of initiatives currently support innovation, these initiatives are fragmented and disjointed. The lack of linkage leaves a gap between the different phases of innovation, such as gaps in securing funds, accessing facilities and obtaining technical assistance.

The implementation of High Impact Programme 2 (HIP2) - Technology Commercialisation Platform (TCP) under one of the size High Impact Programmers of SME Masterplan 2012 - 2020 is a strategic partnership between SME Corp and AIM.

PlaTCOM Ventures Sdn Bhd is the public-private partnership under which this programme is implemented.

The model addresses the innovation gaps through a holistic and 'market-driven' approach in supporting innovation and industrial competitiveness. It is designed to remove market and financing barriers to innovation. The major benefits of this innovative commercialisation model will be de-risking the risks involved for SMEs to develop products and services with lower costs and faster time-to-market, leveraging on trusted technologies from across Malaysia and overseas and receiving technology transfer and commercialisation support to develop innovations further.

The programme provides necessary support from 'concept to commercialisation'. This is done through the provision of access to technical assistance, market intelligence, incubation facilities, testing facilities and other relevant services - all in a single platform.

The programme, which describes as a ‘catalyst at a national level, will provide complete support from 'concept to commercialisation'. This will be done through the provision of access to technical assistance, market information, incubation facilities, testing facilities and other relevant services and linkages necessary for SMEs to move their innovations to the market.

THE HIP2 FACILITATION PROCESS

Eligibility Criteria for Admission into the HIP2 Programme to Receive End-to-End Facilitation and Commercialisation Grant by SME Corp

If you think you are HIP2 material by meeting the following criteria, speak to us today:

• Must be an SME with a minimum of 51% equity held by Malaysian Citizen/s
• The company must have a minimum paid up capital of RM10,000
• None of the company directors or project team members have been convicted of any fraudulent activities or the company been declared bankrupt, under liquidation or placed under receivership
• The proposed project must contain elements of technological innovation leading to commercialisation of innovative products, processes and services
• There is no restriction as to where the proposed project is in the commercialisation process; however, it must be demonstrated that the innovation has stalled due to a number of barriers
• The project leader and team members must be competent to undertake the proposed project

Concept-to-Commercialisation Gap Fund (CCGF)
Guidelines

High Impact Programme 2 introduces a business grant for Malaysian SMEs called Concept to Commercialisation Gap Fund (CCGF), which is aimed at assisting local Small & Medium Enterprises (SMEs) to fill the gap in the funding landscape and accelerate the development and commercialisation of innovative, market-driven product/solutions/services, as well as increasing the creation of Intellectual Property for commercialisation.

OBJECTIVE

The objectives of CCGF are as below:

• To support the development of new technologies or further develop existing technologies through ‘filling in the gaps’ when specific market barriers stop good innovations from reaching the market;
• To support the development of new technologies or further develop existing technologies for the creation of new businesses and generation of economic wealth for Malaysia;
• To undertake market-driven R&D towards commercialisation of R&D outputs;
• To encourage institutions, local companies and inventors to capitalise their intellectual work through Intellectual Property (IP) commercialisation;
• To stimulate the growth and increase capability and capacity of Malaysian technology-based enterprises.

ELIGIBLE APPLICANT

The eligible applicants for the SME Corp grant are:

• Small and Medium Enterprises (SMEs)
• Start-ups
• Specific projects (as identified from time to time by PlaTCOM) from universities and research institutes where the project can be readily licensed to an SME upon the completion of the next phase of commercial development

ELIGIBILITY CRITERIA

• All categories of companies must have a minimum of 51% equity held by Malaysians;
• Applicant or collaborator under the small and medium company category must have minimum paid up capital in cash of RM10,000. However, start-up companies are exempted from this stipulation but must provide justification and supporting documents on the ability to sustain itself;
• None of the company directors or project team members have been convicted of any fraudulent activities or the company been declared bankrupt, under liquidation or placed under receivership;
• The proposed project must contain elements of technological innovation leading to commercialisation of innovative products, processes and services;
• There is no restriction as to where the proposed project is in the commercialisation process; however, it must be demonstrated that the innovation has stalled due to lack of funding to cross a specific market barrier;
• The project leader and team members must be competent to undertake the proposed project. The resume and supporting documents of the project leader and each project team member must also be submitted.
